About the programme:

The programme is designed to give participants the practical knowledge and skills that will enable them to contribute with the financial management of a public department.

The following dimensions are covered in the programme:

  • The Public Finance Management Act and Treasury Regulations.
  • Cost Management Accounting for the public sector.
  • The management process and public finance accounting.
  • Key concepts of Public Finance Budgeting.
  • Principles of healthy public financial management.

The workshop outcome:

On completion of this workshop the participant should have sufficient practical knowledge and skills in order to contribute with the financial management of a public department.

Specific outcomes of the workshop content:

Participants will achieve the workshop outcome by being able to:

  • Understand how the Public Finance Management Act and Treasury Regulations influence the public manager in the management of public finance.
  • Do a basic cost analysis.
  • Design a basic budget and understand the difference between zero-based budgeting and other methods of budgeting.
  • Apply basic principles of healthy public financial management.

Training methodology:

The methodology is based on interactive learning, i.e. learners will learn by doing. Furthermore learners will use examples from their own environments, thus ensuring that the learning is anchored at their workplace.
Most of the interactive learning will take the form of simulated exercises where participants negotiate towards certain outcomes or demonstrate the skills taught.
As with all DCT training programmes, we strive to effect actual change back at the workplace through effective and practical outcomes based training.
